Through federal funding through Immigration, Refugees and Citizenship Canada (IRCC), PASS is free for internationally educated nurses (IENs) seeking licensure in every province and territory in Canada, both pre-arrival before landing as well as post-arrival once in Canada.  Services include:

  • individualized case management and tips on progressing through provincial/territorial nursing assessment processes
  • information, orientation, and employment webinars on nursing topics to prepare for entry into the Canadian health sector
  • diverse professional development workshops and "Meet the Employer" sessions
  • self-paced online English language nursing and communication courses
  • resume, cover letter and mock interview assistance, with assistance applying to pre-licensure and regulated nursing positions 
  • opportunities to connect with mentors through the Canadian Nurses Association
  • referrals to IEN, language, employment, and settlement services 

Speaker Bios

Rana Sleem Pic

Rana Sleem is a Pre- and Post-Arrival Supports and Services Case Manager at the CARE Centre for Internationally Educated Nurses in Alberta, Canada. She supports internationally educated nurses (IENs) across the full integration pathway, from pre-arrival planning and licensing navigation to employment readiness and workplace integration.

Rana brings several years of experience working at the intersection of workforce development. Her work focuses on improving coordinated supports for internationally educated professionals and strengthening pathways that align newcomer talent with labour market needs.

Meghan Wankel has been with CARE Centre for Internationally Educated Nurses since 2014 and has managed the agency’s PASS Program since 2016, which expanded into the Pre-Arrival and Post- Arrival Supports and Services in 2025, supporting nurses both before and after landing anywhere in Canada. PASS has provided case management and supports to over 2,600 internationally educated nurses.  She has a Bachelor of Science in Political Science from University of Toronto and a Masters of Migration and Refugee Studies from the American University in Cairo.
